create a product banner ad

I am new here. have to create a product banner ad that is 120 x 240 pixels. It will be posted on someone else's website, where we pay to advertise.This is how I was planning on doing it.I'm in need of a rotating banner ad and was wondering if anyone had any recommendations on what is the best method to accomplish this. java? flash? Anyone?I went through many resources and also checked a lot of product ads but did not get anything helpful.
